Stops /api/send (n8n/AI) while a chat is in human mode. PN and LID forms are matched. Override per send with forceDespiteHandoff.

Off by default. When ON, 1:1 sends with no tctoken attach a self-computed <cstoken> (PR #2438). Never sends if NCT salt is missing.
